JUUL Labs (JLI) is seeking outstanding candidates for the position of Director, Behavioral Research Methodology and Analysis. This position will play a leadership role in the development and implementation of research and dissemination activities within the Behavioral Science team and assist in providing technical guidance and consulting across the company. Individuals with experience working at the intersection of health research and government regulation would be especially well-suited to this position.

A key element in supporting JLI’s public health mission is a world-class behavioral research team. The research context is fast-paced and highly dynamic. Successful candidates will need to demonstrate leadership within contexts involving complex research projects and initiatives, creative problem solving, flexibility, emotional maturity, attention to details, and the ability to effectively communicate and interact with individuals from a wide range of backgrounds. With a wealth of data and analytic resources at their disposal, the team is charged with addressing cutting-edge questions associated with tobacco control, use of Electronic Nicotine Delivery Systems (ENDS), harm reduction, and fully switching away from combustible tobacco use across multiple populations.  Domestic and international activities led by the Behavioral Science Team include: 1) Building the evidence portfolio to inform the understanding of use of ENDS including patterns of use, predictors of switching from combustible tobacco products, prevalence, and assessments of risk perception; 2) Using evidence to support JLI’s domestic and international regulatory applications, and 3) Informing and evaluating youth prevention initiatives.

The Director of Behavioral Research Methodology and Analysis will report to the Senior Director of Behavioral Affairs and will work closely with the senior management of the Department of Regulatory Science to define and implement the behavioral research agenda to meet the requirements of regulatory agencies and achieve JUUL’s Public Health mission. The person appointed to this post would be responsible for managing a research portfolio and the associated research team undertaking studies into the use and potential impact of JUUL on smoking behavior and addressing key related questions associated with harm reduction, risk perception, switching trajectories, and population health.

In addition to having financial responsibility for managing and operating budgets, the person appointed to this leadership post would need to identify appropriate methodological strategies to effectively address key priorities, develop research protocols, oversee multiple protocols across a range of research approaches, manage a team of behavioral researchers, and interpret and present the results to scientific, regulatory, and lay audiences. Further, the Director of Behavioral Research Methodology and Analysis would need to understand the regulatory environment within which JUUL Labs is working. Specific responsibilities include:

  • Developing and manage a portfolio of behavioral studies
  • Ensuring behavioral studies are robust and durable by identifying and successfully managing relationships with vendors including contract research organizations (CROs), subject matter experts, biostatisticians, as well as managing budgets, contracts, etc.
  • Train, mentor, and supervise staff to successfully assist the completion of projects
  • Ensuring the execution of behavioral programs in compliance with applicable laws, regulations, and guidelines
  • Overseeing recruitment and behavioral study completion to drive efficiency, timeliness, and relevance of data
  • Overseeing data analysis and report results and conclusions to management, and as required
  • Working with analysts, statisticians, and consultants to analyze data for presentations to regulatory bodies, and for publication and presentations
  • Ensuring successful strategic alliances with vendors, consultants, etc.


PhD required in one of the Behavioral Sciences, such as Psychology, Public Health, Epidemiology, or related health research fields.


  • At least 6-10 years of experience in the behavioral research field and a minimum of 3 years management/leadership experience. The ideal candidate will have experience in the Public Sector.
  • Evidence of a solid, established research career in the field, including authorship in peer-reviewed journals and presentations at national/international conferences.
  • Previous experience in undertaking and managing behavioral research. 
  • Previous experience conducting tobacco or substance abuse studies.
  • Ease of working with large data sets, including longitudinal and cross-sectional data, and familiarity with both quantitative and qualitative research techniques. 
  • Confident in working to tight deadlines as part of a multidisciplinary team.
  • Able to prepare and present reports in a variety of contexts.
  • Experience in complex project management.
  • Ability to work with a wide range of behavioral research issues related to tobacco control, ENDS use, and JLI products.
  • Must be able to work in collaboration and interface with interdisciplinary teams.
