Job Overview

We are seeking an experienced Contracts Manager responsible for comprehensive contract administration, compliance, and strategic initiatives, primarily in support of Department of Defense (DoD) contracts. This role includes reviewing and negotiating agreements, supporting the proposal process, facilitating high-stakes contract negotiations, co-developing pricing strategy, and supporting surge activities.

The ideal candidate brings expertise in managing government contracts, a strong understanding of defense acquisition processes, deep familiarity with FFP, T&M, and CPFF contracts, and experience with IDIQ, OTA, and FAR/DFARS requirements. This position requires experience across the entire contract lifecycle, including everything from proposal development to contract close-out.
Key Responsibilities
  • Strategic Contract Management
  • Negotiate High-Stakes Agreements: Lead negotiations for contracts worth millions, balancing legal compliance and business objectives.
  • Craft Tailored Contract Solutions: Design and draft unique contract terms to address complex business needs or legal requirements.
  • Mitigate Risks Proactively: Identify potential risks in agreements and implement strategies to protect the company’s interests.

  • Cross-Functional Collaboration
  • Interface with Diverse Teams: Collaborate with program management, legal, finance, sales, supply chain, and engineering teams to ensure contract alignment with organizational goals.
  • Enable Strategic Partnerships: Facilitate agreements that pave the way for partnerships, joint ventures, and other strategic collaborations.
  • Contribute to Cost and Pricing Strategies: Provide critical input on pricing strategies by analyzing contract requirements, cost structures and regulatory guidelines. Work closely with pricing teams, finance, and BD colleagues to assess risks, negotiate terms, and support cost proposals.

  • Compliance & Process Improvement
  • Ensure Regulatory Compliance: Work with compliance teams to align contracts with ITAR, FAR/DFARS, MIL-STD, or other relevant regulations.
  • Streamline Processes: Develop and implement efficient contract management processes to save time and reduce errors.
  • Digitize Contract Management: Leverage contract lifecycle management (CLM) tools to modernize and centralize document handling.

  • Government-Specific Requirements
  • Record and maintain all government awards and subcontracts in the GSA/CPRM Portal (excluding CAF reporting and payments).
  • Ensure subcontractor compliance with applicable insurance certifications.

  • Contract Administration
  • Negotiate non-disclosure agreements (NDAs), teaming agreements, and subcontract agreements in line with company policies.
  • Ensure proper flow-down of clauses to subcontractors and maintain accurate, up-to-date contractual records in electronic repositories.
  • Manage and report all sub-awards exceeding $25,000 in the Federal Funding Accountability and Transparency Act Sub-award Report System (FSRS).

  • Project Support & Stakeholder Engagement
  • Support Major Projects: Contribute to high-visibility projects by managing critical agreements with suppliers, customers, and subcontractors.
  • Advocate for Business Goals: Ensure contract terms align with the company’s financial and operational strategies, influencing positive outcomes.
  • Drive Revenue and Savings: Optimize pricing structures, payment terms, and contractual obligations to maximize profitability and cash flow.

  • Education & Stakeholder Support
  • Educate Stakeholders: Conduct training sessions or workshops on contract terms, policies, and best practices to empower cross-functional teams.
  • Communicate the status of open contract matters frequently with program managers, technical staff, accounting, and senior leadership.
  • Stay Ahead of Trends: Monitor changes in laws, regulations, and industry standards to ensure all agreements remain up-to-date and competitive.

  • Conflict Resolution
  • Resolve Disputes: Act as a key player in dispute resolution by interpreting contract terms and representing the company’s position.
  • Qualifications
  • 10+ years of relevant experience with a BS/BA degree, or 8+ years with an MA/MBA.
  • Demonstrated experience in the GovCon industry, with prior roles managing Federal contracts in government contracting companies.
  • Experience with end-to-end contract lifecycle management for FFP, T&M, and CPFF government and commercial contracts.
  • In-depth knowledge of government contracting, including negotiated procurement, contract law, cost and price analysis, and proposal preparation.
  • Proficient in IDIQ, OTA, and all contract types, with a strong grasp of FAR/DFARS and Federal acquisition practices.
  • Advanced proficiency in MS Office Suite.
  • Strong analytical skills to interpret and apply regulatory requirements effectively.
  • Exceptional verbal and written communication skills for collaboration with internal and external stakeholders.
